Deep Oshawa Roots

Christopher’s story is deeply tied to Oshawa. He grew up walking the halls of John XXIII Catholic School before heading to Eastdale CVI. It was during his high school years that his interest in civic governance and STEM took off, representing his school at the Southern Ontario Model United Nations Assembly (SOMA) during the G20 summit in Toronto, and becoming Eastdale’s first Schulich Leader Nominee.

Oshawa is where he chose to put down his first roots, entering the housing market by buying a home alongside his brother. Today, he and his fiancée have built their life together in rural Oshawa. From the suburban neighbourhoods to the rural routes, Christopher understands the unique character and challenges of this city because he has lived them at every stage of his life.

Technical Excellence Grounded in Real-World Leadership

Christopher's commitment to technical excellence and mentorship began early. While earning his Bachelor of Applied Science in Electrical Engineering from Queen's University specializing in Machine Learning and Power Electronics, he dedicated time to helping others succeed as a Teaching Assistant and a Q-Success Mentor for younger engineering students. He demonstrated his technical capabilities by taking 1st place in the university's Electrical and Computer Engineering Capstone Competition for optimizing automated energy trading for a grid-scale battery system, and expanded his global perspective on energy at the Iceland School of Energy at Reykjavik University.

Managing Large-Scale Infrastructure & Rescuing Budgets

Planning and maintaining public infrastructure isn't just about good intentions, it requires knowing how massive projects actually function on the ground. Christopher has become a recognized expert in implementing and optimizing large-scale infrastructure projects. Believing that data is the key to responsible management, his experience with power plants and major engineering developments has given him deep exposure to ensuring complex systems are built properly and operate efficiently.

When major capital projects drift off course, Christopher is the person brought in to fix them. Utilizing deep data science and predictive analytics, he has repeatedly stepped into failing, out-of-budget infrastructure initiatives to pinpoint operational failures, eliminate waste, and bring operations safely back on track financially. His analytical work spans multiple complex industries, including critical data engineering for agricultural and market finance firms.

At ENGIE, Christopher developed machine learning models to improve solar, wind, and battery storage performance for over 700 distributed and utility-scale sites across North America, and even more globally. His innovative approaches earned him international acclaim, including awards for international data science competitions with two awarded in France. His exceptional work, technical expertise, and collaborative mindset earning him personal recognition from the organization's Global Chief Data and Analytics Officer.

Deciphering Bureaucracy & Building Consensus

A councillor's job isn't sitting at a desk. It requires bridging gaps, reading between the lines of dense staff reports, and delivering actionable results for residents.

1. Municipal & Technical Literacy

City and regional budgets, zoning bylaws, and infrastructure reports are often buried in bureaucratic noise. Christopher’s career has been built on digesting large amounts of technical documentation, spotting hidden flaws, and translating complex reports into clear, understandable choices. Residents deserve total transparency about how their tax dollars are spent and why decisions are made.

2. Getting to a Majority

On a multi-member council, individual passion alone doesn't pass policy, collaborative consensus does. To get key initiatives funded and approved at both the City and Regional levels, a councillor must be able to listen, negotiate, and persuade a majority of colleagues. Christopher’s background leading cross-functional teams across corporate, technical, and public sectors has equipped him to build genuine bridges and move projects across the finish line.

3. A Broad Perspective on Life

Christopher understands the diverse lived experiences of Oshawa residents because he has lived them himself:

• He has worked with C-suite executives in air-conditioned offices and worked side-by-side with site technicians baking under the sun.

• He has lived in homes served by full city municipal utilities and in rural properties on well and septic systems forced to rely on his engineering to get stable internet.

• He has experienced the prosperity of a booming tech market and felt the uncertainty of job losses caused by economic shifts beyond his control.

This broad perspective ensures he represents everyone. Urban, suburban, and rural residents alike.

Active Community Service

Christopher's commitment to community service is rooted in action and local mentorship:

• Oshawa Environmental Advisory Committee: Serves as a committee member advising City Council on the protection, management, and enhancement of Oshawa's natural and built environments.

• Oshawa Community Centennial Committee: Collaborated with local leaders to organize and execute initiatives celebrating the city's 100th anniversary, earning a Certificate of Recognition from the Mayor.

• Global GREEN Industry Mentor: Nominated by peers, academics, and industry experts as one of only 20 individuals globally recognized for leadership in sustainable development.

• Youth & Community Engagement: Served as Sports Director at Bethel Park Kids Camp, mentoring youth and organizing community athletic activities, and actively raised funds for cancer research through Relay for Life.

• Canadian Red Cross: Served as a First Aid & CPR/AED Instructor, training community members in vital life-saving skills.

Beyond the Data

When he isn’t deciphering complex municipal budgets or engineering energy solutions, Christopher is deeply connected to the region's local arts and culture scene. A former local performer who spent years singing and playing guitar in venues across the area, he understands firsthand the value of a vibrant local culture, a thriving nightlife, and the small businesses that support them. Today, he still appreciates a good live show and the unique character that local artists bring to Oshawa.
